Major Campaign Issues:

 

 

1. Fiscal Responsibility
I am profoundly concerned about the financial health of our

country. For far too long our state government has failed to

rein in spending that continues to increase the state debt.

Both parties must come together to balance the state

budget, keep taxes low and cooperate with each other to

find fiscally responsible solutions to the challenges of

improving our way of life. Since the inception of my

campaign, I have demonstrated my unwavering resolve to exercise fiscal responsibility by publically committing NOT

to accept so-called “Clean Elections” taxpayer matching

money for my campaign.

 

2. Education
Empower students and parents with more flexibility in how they

use education dollars. Local solutions are needed for local shortcomings, and the State Legislature should recognize that

local communities, parents and schools know what's best for

their children.

 

3. Secure Borders
Our nation's borders are fundamental to our national security

and our sovereignty. For a legal immigration system to work,

we must have a secure border so we know who is entering

and departing the United States.

 

4. It's the Economy
Arizona businesses should be focusing on innovation, growth,

training, and hiring new employees, not complying with the tax

code. Let's balance the budget, then stop spending money we

do not have. Printing money = lost jobs. 

 

Experience:

 

 

Wendy Rogers has led a life of service to her country and

community. Daughter of a long line of Army officers,

Wendy was commissioned into the Air Force from 

Michigan State University with

 her bachelor's degree and then master's

degree from the University of Alabama in Social Work as

a clinical social worker. She treated patients in the Air

Force mental health clinic. She then attended Air Force 

Pilot Training at Williams AFB, Arizona going on to pilot

worldwide airlift and humanitarian missions in the C-141

 transport jet for several years. Wendy then became an 

Air Officer Commanding of cadets at the US Air Force Academy while also performing as a flight instructor. The

latter half of her 20-year Air Force career placed her

overseas in the European theater flying Air Force C-21 Learjets and leading three different operational divisions at Headquarters US Air Forces Europe during the fall of

the Berlin Wall and normalization of relations with former

East Bloc countries to include a 6-month deployment

running the Bosnian Airlift. She finished her career with

3000 hours jet time and numerous commendations to

include the Defense Meritorious Service Medal.

In addition to her degrees in Social Work, Wendy holds a second master's degree in National Security Studies

(Political Science) from Cal State San Bernardino. She

has been married to Hal Kunnen since 1978, who is also a retired Air Force officer. They have lived in the East Valley since retiring from the military in 1996. Both their children, George and Emily, are scholarship Honors College

students at ASU. George was commissioned as an

officer in the US Marine Corps in May 2009.

Wendy and Hal homeschooled George and Emily during

their elementary years. They own their own business with

10 employees, as well as an office building with 7 tenants. Wendy has been active in the local community as

Development Director at Tempe Prep Academy, foster

parent, and in her church. If she doesn't answer her cell

hone, you will find Wendy canvassing door to door on her bicycle where she ahs already reached 4,000 homes and gathered 2,000 signatures.  She is running a Traditionally Funded campaign an will not accept taxpayer mathing

The rationing of health care is not acceptable. Further, I've voted repeatedly for tort reform that would cut the cost of providing care, and have sponsored bills to reduce the tax burden on our hospitals. Health care must respect the relationship between patient and doctor without the meddling or interference from government bureaucrats.
Experience: Senator Jim Waring has been a tireless advocate for responsible government in Arizona. First elected to the State Senate in 2002, Jim has earned a reputation as a fighter of wasteful government spending, an advocate for border security, and a steadfast proponent of tough-on-crime public safety policies.

Fiscal Accountability

Jim has been recognized as a Champion of the Taxpayer by the Arizona Federation of Taxpayers. Jim is committed to fighting massive spending in Congress, and will work hard to fight the liberal agenda of Barack Obama, Nancy Pelosi, and Harry Reid. Jim has been named Legislator of the Year by the National Guard Association of Arizona-three times. He's also been the American Legion's Legislator of the Year. In addition to his many fiscal and public safety legislative accomplishments, Jim has been recognized for his work on behalf of victims of domestic violence. Jim was born in Hinsdale, IL, and moved to Arizona nearly twenty years ago. Major Campaign Issues:

Education:  I believe the greatest resource in this state is our children. Education has to be a top priority.  In order to make the education budget more responsive to student needs, the time has come for us to drastically consolidate school districts.  This will free up funds that can be spent directly in the classroom.  Our educators need to be free to teach.  They are far too overburdened with documentation and other wasteful paperwork.

Border Security:  It has become obvious that current and previous US administrations have no real interest in maintaining our southern border.  This has led to an influx of illicit drugs as well as other influences that threaten our communities.  We must do more at the state level to protect our residents from this invasion.

Economy:  The legislature can do a lot to make Arizona an attractive place for businesses to thrive, and as a legislator, that would be a major part of my agenda.  On the other hand, businesses have a duty to the community that exists around them.  We should have no patience with corporations that resort to unfair practices in order to undercut their competition.  I am for stringent enforcement of the Employer Sanctions laws, as well as current legislation SB1070 and HB2632, soon to be on the governor's desk to be signed.

Experience:

I am a musician by trade.  Although a native Arizonan, I spent 18 years living abroad, working full time as an opera singer.  Being constantly before an audience has given me excellent communication skills and taught me the value of teamwork.  Today I am active mainly as a conductor and have led many performances with orchestra and chorus.  Again, communication skills are important, but a dynamic personality and the ability to persuade people of diverse opinions to do things your way, is essential if you are to hold the package together.

I am a candidate for the AZ House of Representatives seat for LD 15 and believe that coming from the arts, coupled with my conservative stance, gives me a refreshing approach to the issues that will resonate with voters.

·         Low Taxes
As a Senior Research Analyst for the Arizona Tax Research Association, I have worked diligently to hold the line against tax increases and to advocate for job-creating tax cuts. As your State Representative, I will continue this effort. I will protect your tax dollars. I will work to reduce the high tax burdens that repel businesses from the state—businesses that would put Arizonans to work. Arizona businesses pay the 10th highest property tax rate. As consumers we are also subject to the 6th highest sales tax. With these high taxes we send a clear signal that Arizona is “Closed for Business.” I will fight to reduce taxes and reverse that message. To strengthen and diversify our economy, Arizona must be known as a freedom-loving state where hard work and ingenuity are well rewarded. We must display a firm commitment to the free market principles that made our nation great.

·         Fiscal Responsibility
From 2004 to 2008 the state’s annual expenditures increased by nearly 62%—a rate that significantly outpaced population growth and inflation. This run-up in expenditures was not sustainable. Yet, this temporary burst in revenues resulting from the housing boom was spent on annually reoccurring expenditures. When revenue growth showed signs of slowing in fiscal 2008, our former governor, enabled by the Democrats in the Legislature and a handful of Republicans, refused to slow the rate of growth in expenditures. Budget gimmicks and borrowing were used to increase spending even further. This fiscal irresponsibility turned what would have been a manageable downturn in revenues into an unprecedented budget crisis. We must demand more foresight and more fiscal responsibility from our elected officials. We must prohibit spending from growing at such unsustainable rates. When the current downturn in the business cycle ends and revenues begin to increase again, inevitably there will be efforts to borrow or use budget gimmicks to increase spending before we have closed the structural deficit. I offer a firm commitment that I will be fiscally responsible. In recognition that the state cannot continue to spend money that it does not have, I will not support spending increases funded by a budget that is not structurally balanced.

·         Economic Growth
The current recession has eliminated 300,000 jobs from Arizona’s economy. For those families directly affected by these layoffs, there are likely very few issues that require more urgent attention. Serving in the Legislature, I will do everything in my power to remove the government induced barriers to job creation. As mentioned above, Arizona currently ranks 10th in the nation for the highest business property tax rate, 6th for the highest sales tax rate, and 22nd for the highest corporate income tax rate. These unusually high tax rates make up the largest obstacle to job creation. By working to reduce these burdens, our economy will restore these lost jobs and put Arizonans back to work.

·         Exceptional Schools
Elementary and secondary education is a vital service provided by our state and local governments. In Mesa, we have much to be proud of in our school system. For example, Mesa Public Schools has the highest graduation rate among the schools in the nation’s 50 largest cities. In 2009, one out of every four of the district's graduating seniors was offered one or more college scholarships. The average value of the scholarships offered to each of these students exceeded $45,000. Mesa schools have been recognized as Blue Ribbon Schools. Mesa students have been selected as Flinn Scholars. In 2009, 20 Mesa graduates from four of the district's high schools were honored as National Merit Finalists. Each of Mesa’s high schools was recognized in the “2009 Best High Schools Search” by U.S. News & World Report. Mesa students consistently earn ACT and SAT scores that exceed the statewide and nationwide average scores. Mesa students took 2,172 advanced placement tests last year and passed 83% of the exams with scores that qualify for college credit. Teams and individuals from the district’s schools have won countless competitions and championships in academics, athletics, fine arts, and other extracurricular programs. In short, our district has excellent schools and many great choices available for parents and students. Mesa Public Schools is a great place to get an education.

As a state legislator, I will support the excellent work currently provided by our district and charter schools. I will also support statewide reforms that can continue to improve our public school system. I support efforts to improve accountability in our school systems. I support school choice and competition. I support school systems that are more responsive to parents and students' needs than to the demands of labor union leaders. I support directing more of our finite school resources into the classroom where they can have the greatest impact on students. I support removing the inequities in our school funding formulas. Our school systems should reward and retain the best teachers while providing as many students as possible the opportunity to learn from these outstanding educators.

·         Border Security
We must secure our border. The utter disrespect for life and for the law exhibited by the human and drug traffickers across our southern border is appalling. Securing our border is a matter of national security. We need the National Guard on the border to defend the rule of law.

·         Pro-Life
Whether one agrees that the government should protect the life of the unborn or not, all honest readers of the Constitution will see that there is no constitutional right to abortion on demand. When Supreme Court Justices invent constitutional rights to suit their preferences, they abuse their power and make a mockery of our constitutional form of government. As is eloquently described in our Declaration of Independence, protecting and preserving the unalienable right to life is a fundamental reason that governments are instituted among men. I fully support the pro-life movement. Protecting the life of the unborn, the most innocent and defenseless among us, must be a primary obligation of good government.

·         Pro-Second Amendment
“A well regulated Militia, being necessary to the security of a free state, the right of the people to keep and bare Arms, shall not be infringed.”

The Second Amendment couldn’t be more clear. The founding generation knew all too well that governments can become oppressive and that a free people must always maintain the ability to form themselves into a militia to protect their security and their freedoms. I am a strong supporter of the Second Amendment.

Experience: Justin is a fourth generation Arizonan. Born and raised in Mesa, Justin is the father of four young children. Justin and his wife Karyn both graduated from Mesa Public Schools and currently send their children to the district’s schools.

Justin holds a bachelor’s of science from Arizona State University where he graduated with honors.

Justin brings valuable experience to this office. Justin served as a Congressional Aid for Congressman Trent Franks (R-AZ) where he advised the congressman on bills regarding the Second Amendment, real estate issues, postal reform, and other topics.

While on Capitol Hill, the conservative Heritage Foundation recognized Justin as a graduate from the Heritage Congressional Fellowship program.

Justin has been a faithful volunteer for Republican candidates and conservative ballot initiatives.

Most recently, Justin worked as a Senior Research Analyst for the Arizona Tax Research Association where Justin has been on the front-lines defending Arizonans against government intrusion and excessive taxes. After graduating from ASU, I taught at Mesa’s Taft Elementary School.  Following my teaching experience I pursued a career in the automobile business.  After managing dealerships for four years in Sierra Vista, our family moved to Yuma where I became a Honda/Nissan dealer.  Sherry and I also owned a Shell Gas Station and Budget Rent-A-Car franchise.  I was elected to the Yuma County Board of Supervisors twice.  Property taxes were lowered each year Republicans had a majority on the board, and I lead the way. Our family moved back to Mesa in 1998.

I served in the Arizona House of Representatives for District 19 (Mesa) from 2001 through 2006, including two years as Majority Whip.  Once again I was able to help lead a successful effort to reduce property taxes for all Arizonans.  I served on a number of legislative committees including Environment, Natural Resources and Agriculture, and as Chairman of Transportation.  Before my legislative experience, I served on the Arizona Housing Commission, the Maricopa County Planning and Zoning Commission, and the Maricopa County Department of Transportation Advisory Board.

I have now served on the Arizona Corporation Commission (ACC) for nearly four years and have been a conservative voice of reason that has kept the interest of rate payers as my number one priority!
